   An upper bound is defined to be the smallest element greater than or equal 
to every member of a set, which is exactly what `getUpperBound` returns, 
similarly for `getLowerBound` so the names feel appropriate to me. There are 
much bigger, fundamental, challenges to adding range index support for 
`BigDecimal` than any confusion created by the method names.
