just wondering, won't this be very expensive to call for all tables for
every rebalance? especially if there is a large number of segments, say 100K+?
Is there no better way to either: a) limit the check to only tables that may
have had tiered storage enabled (don't know if this can be detected), or b)
have a way to check only a subset of segments?
