We decided to go ahead with retaining the allow / disallow retry mechanism from this PR (to avoid `SegmentRelocator` and `RebalanceChecker` stepping on each other's toes since they're both periodic controller tasks), but also enhancing `RebalanceChecker` to be able to abort stuck non-retriable rebalances without retrying them. -- This is an automated message from the Apache Git Service.
