Review Comment:
`Can we use partitionSet from ideal state to get segment names instead? We
really need only segment names and not Zk metadata.`
We need the metadata to decide whether a segment should be purged or not.
The existing code also relied on the metadata to perform the cleanup. I just
reused it to get the segment name as well
