Update all actions used by build, test, compliance, CodeQL and labeler workflows to latest versions. Workflows adding CI approval label and checking workflows changes are not updated as those are going to be replaced. Cache in setup-go is disabled as there is no go.sum file in repository and newt is installed with go install.
