Run them on ubuntu-slim runner which is lighter and starts faster. ubuntu-slim image has much smaller set of preinstalled tools, so set up Java (required by Apache RAT) and Python explicitly, as done in apache-mynewt-core compliance workflow, instead of relying on tools preinstalled on full runner image. Labeler job stays on ubuntu-latest as pr-size-labeler is Docker container action which cannot be used on ubuntu-slim runner.
