Good point, done in 8642bf4338 and e84b4d9cab. The unit tests and CodeQL now skip PRs that only change PR automation files: the labeler, milestone, backport, PR title check and stale workflows, their scripts, and the Dependabot config. I left the rest of `.github` alone, since some of those scripts drive the test workflows. Static checks still run, because they check the license headers in these files.
