### Description Bumps `github/codeql-action` from v3 to v4 in `.github/workflows/codeql.yml`, for both the `init` and `analyze` steps. CodeQL Action v3 runs on Node.js 20, which reached end-of-life in April 2026, and GitHub deprecates v3 in December 2026: https://github.blog/changelog/2025-10-28-upcoming-deprecation-of-codeql-action-v3/ The only v4-only change in the [changelog](https://github.com/github/codeql-action/blob/main/CHANGELOG.md) is the switch to the Node.js 24 runtime.
