### What problem does this PR solve?
there are 2 options to handle distinct aggregation
1. add one more aggregation phase to eliminate distinct
2. use multi_distinct_count/sum function
this pr optimize the choose of above two options.
1. use three phase aggregate, if there is only one aggregate function, which
is distinct. for example `select count(distinct A) from T;`
2. otherwise, use multi_distinct_count/sum
