NuGet already contains 2.21.3 although the latest GitHub tag is v2.21.2. Commit the next unused patch version, 2.21.4, and add the ASF author/copyright information, incubation disclaimer and LICENSE/NOTICE/DISCLAIMER to the actual NuGet package and README. Keep the existing Casbin.NET package ID and C# assembly/namespace identity. Put portable PDBs with embedded source in the main package beside its legal files instead of producing a separate symbol package without those files. Omit the optional legacy artwork because the exact adaptation/attribution chain was not established; historical packages are unchanged. Validation: a real locally built package contains 11 DLL/XML/PDB target groups, matching legal files, correct metadata and no bundled dependency DLLs. All 11 PDBs contain their source documents with verified checksums. The combined source passes 3,586 tests across nine runtime targets. Packing also requires the separately proposed compatibility-validation correction. No registry upload, RC, signing or release approval is part of this PR.
