Prepare version 1.3.0 under the npm name `apache-casbin.js`. Update package metadata, installation/import examples, migration notes and the README incubation disclaimer. Document that frontend checks complement backend enforcement and that expressions use trusted application inputs. Validation: the combined local source preview passed 45 tests on each of Node 20, 22 and 24. Its real new-name npm package passed content checks, clean installation, CommonJS/native ESM/strict TypeScript consumers and 45 tests against the installed library. Header, permission-loading and publication-workflow changes are handled separately.
