The release workflow currently rebuilds and publishes on both candidate and final tags. Change it to assemble an Actions artifact for RC tags with read-only repository permission. Document signing, staging, the PPMC/IPMC votes, and publication of the approved ASF originals, including final Go tag checks and safe retries. Validation: ran the exact packaging shell block locally. A valid RC tag produced the same archive bytes as git archive; final, malformed, zero-padded and incompatible-major tags were rejected. The workflow has no release publication step.
