On Monday, August 25 2014, "Ralph Giles" wrote to "[email protected]" saying:

"MAY NOT" isn't an RFC 2119 keyword, because it's ambiguous in English.  I
assume you mean "MAY ignore the comments", not "MUST NOT respect the
comments"?
