This shouldn't happen.  Maybe a definition clash?  If you prepare a
minimum example, I can have a look.

No.  Admittedly, I haven't tested cjk-enc.el with a recent bzr version
of Emacs, so maybe it works meanwhile.  On the other hand, given that
make-coding-system has been abandonded in favour of
define-coding-system during the transition of emacs 22 to 23, I
suspect that this very change introduced the problem.

Sigh.  I lack the time to do intensive debugging and testing :(
