I'd suggest a similar approach, that is remove `C_COMPILER_LAUNCHER` and 
`CXX_COMPILER_LAUNCHER` from the default passthrough list and provide a new 
`LLVM_EXTERNAL_PROJECT_PASSTHROUGH` variable.
