Previous implementation only supported immediately nested declare targets such 
as below:

  #pragma omp declare target
    #pragma omp declare target
      int foo();
    #pragma omp end declare target
    int bar();
  #pragma omp end declare target

Update allows for nesting in this format:

  #pragma omp declare target
    int foo();
    #pragma omp declare target
      int bar();
    #pragma omp end declare target
  #pragma omp end declare target
