Should I make a separate merge request for updating `dlfcn.h`? I'm assuming the 
guard will be changed to `_NETBSD_SOURCE || __POSIX_VISIBLE >= 202405` and in 
the test we will define both correct ?
I checked libdl and it `cpukit/libdl` and it doesn't have any references to 
`dladdr()`.
