Assignee: Chris Johns Add `ntpd` sys var query and sync status calls to return the system level state of NTP. This call accesses the state directly and avoids the overhead or performing an `ntpq` query on the `127.0.0.1` address. Provide calls to initialize the files for a client pool configuration.
