When you say "Change our API" I don't know that I would call adding an extra 
line to the VERSION file and making it available a huge change.  Nothing will 
be using it but it will be available for anyone to use.

If we make the default long that means anywhere we refer to the hash will have 
to cut it down and we'll have to be constant.  We need to set what the default 
is and use that everywhere.  I won't even use the long one in CI either it's 
just too annoying and it's not needed if the hash changes in the future then it 
changes lots of things change all the time.
