No further info is available after a year.
As long as Make on Windows uses the current codepage for console programs, it
will always be limited by the OEM codepage in effect.
Therefore, I'm reclassifying this as an enhancement. Patches are welcome to
overcome the above inherent limitation of using single-byte or multibyte
character strings for file names.
