Details:
The make tool version 3.82 does not properly handle the cases when source file
names contain German/French/others specific characters.
When building projects on Windows, the make tool 3.82 creates temporary BATCH
files and executes them in the background.
The default Code Page for US Windows Command Prompt is 437 - ASCII.
The bug does not reproduce when the code page is 1252.
The make tool version 3.81 used to handle it smoothly. This is a regression.
