When building projects on Windows, the make tool 3.82 creates temporary BATCH files and executes them in the background. The default Code Page for US Windows Command Prompt is 437 - ASCII. The bug does not reproduce when the code page is 1252. The make tool version 3.81 used to handle it smoothly.
