Follow-up Comment #15, bug #16132 (project make):

But which make 3.80? The Cygwin one or the Windows "native" one? They're
quite different configurations. If you're trying to replace a Cygwin make
with a "native" one, that would explain the change in behavior. That's what
Eli was getting at in comment #13.
