how can force make if time stamps are equal?

Dear sir,   Appriciate your great effort for GUN make.   Now I have a question, do GNU make have the follwing feature: even though the time stamps are equal, the build still proceed?   Like the Microsoft "nmake /B" option.   Thanks a lot!   duan
