When sending a bug report, it's crucial that you provide (a) the version
of the software (in this case GNU make) you're running, (b) the
commandline you used to invoke it, (c) the _exact_ error message you
received--cut and pasted into your message if possible and carefully
copied if not--not just a paraphrasing, and some context before that
message was generated, and (d) for GNU make, if possible, the relevant
sections of the makefile that you think might be involved (please don't
just send 1,000 lines of makefile; I can't go through that).
See the section "Problems and Bugs" in the GNU make manual for details
on what information is useful to send.
Without that, it's impossible to advise you, except to say that if
you're not using the latest version of GNU make (currently 3.79) then
your best first step is to upgrade and see if that helps.
