It's also packaged in some more distros, but not many [1]. I've created this Savannah project for it a long time ago: [2] but never found the time to actually do the migration. I think you are right: a normal tarball, distributed on ftp.gnu.org, with a configure script like every other GNU package, would make things easier for the distributors (and users alike).
