We should change them too. I've done that in Gnulib, except for files we import from elsewhere. I changed gnu.org URLs, along with fsf.org. I did not change lists.gnu.org or nongnu.org, though, since they don't support HTTPS well enough (if at all) yet. The patch is long and boring so I won't attach it. You can see it here:
