I'm sorry, I guess I wasn't clear.  I wasn't proposing to change the
licensing terms of gnulib so quickly (I would never have gone ahead with
that without hearing you and Paul and Jim, at least); I agree that needs
more discussion, with rms among others.

My only change was to make the v3 license files *available* in gnulib
for those projects which are able to switch now.

I am very surprised that gpg is under v2 only.  I hope it's just an
oversight.

Anyway, thanks for doing the research.  I will write to those projects
tomorrow, unless you or someone else would rather do it.
