Both of those files already have #include <sys/fcntl.h> directives in them so I would suggest that you add those extra lines immediately before or after that. No, gdb and the binutils are separate. We do share a repository, but the projects are distinct and have their own separate release schedules. Also gdb releases contain their own copy of the binutils sources, as unfortunately the binutils do not have a stable API.
