I have configure binutils with follow configruation:
../binutils-2.25/configure --prefix=$CROSS_TOOL  --target=$TARGET  
--with-sysroot=$SYSROOT
#$CROSS_TOOL=/sig/cross-tool  $TARGET=x86_64-none-linux-gnu 
$HOST=x86_64-unknown-linux-gnu  $SYSROOT=/sig/sysroot     -----the directory 
/sig/sysroot is emtpy

after i install glibc with
$../glibc-2.22.0/configure  --prefix=/usr --host=$TARGET --enable-kernel=4.4 
--disable-profile  --enable-add-ons --with-headers=$SYSROOT/usr/include  
libc_cv_forced_unwind=yes libc_cv_c_cleanup=yes libc_cv_ctors_header=yes  
--enable-obsolete-rpc
$make 
$make install_root=$SYSROOT install 

gcc-5.2.0 configure with:
../glibc-2.22.0/configure  --prefix=/usr --host=$TARGET --enable-kernel=4.4 
--disable-profile  --enable-add-ons --with-headers=$SYSROOT/usr/include  
libc_cv_forced_unwind=yes libc_cv_c_cleanup=yes libc_cv_ctors_header=yes  
--enable-obsolete-rpc

how to add /sig/sysroot/lib64 to ld(the  one i just complie) lib search path? i 
have try the environment  Variables LIBRARY_PATH,but it don't work
$ echo $LIBRARY_PATH  
/sig/sysroot/lib64/:/sig/sysroot/usr/lib64
$ $CC test.c 
/sig/cross-tool/lib/gcc/x86_64-none-linux-gnu/5.2.0/../../../../x86_64-none-linux-gnu/bin/ld:
  cannot find crt1.o: No such file or directory
/sig/cross-tool/lib/gcc/x86_64-none-linux-gnu/5.2.0/../../../../x86_64-none-linux-gnu/bin/ld:
  cannot find crti.o: No such file or directory
collect2: error: ld returned 1 exit status

but i can compile whit 
$ $CC -B /sig/sysroot/usr/lib64  test.c
