I do encounter the same while trying to build a toolchain on OSX 10.10.5 and

it looks to me the two instructions
mov r2, #175
(mov r2, #0xAF)
and
bic r3, r3, #255
(bic r3, r3, 0xFF)
are correct (immediate value fits into 8 bits, rotate i would expect to be 0 in
both cases)
