Yes, though the content has not changed.

This means the build now
requires the msgfmt(1) tool from the gettext package to regenerate
those .gmo files.

No, if the configure process doesn't find msgfmt, it sets $MSGFMT (which
the Makefile uses) to `:'. I'll have to see what effects that has on the
build process.
