It is only mandatory for committers. It is better if contributors sign an ICLA,
but it is not strictly required. Committers need to make sure that there are no
IP issues. The fact that a patch has been uploaded to jira is already an
indication that the contributor wishes to grant it to ASF. That's who I
understand it at least.
