Yes and no, we are in the process of converting. I switched Trac over yesterday, finished some of the post-receive stuff today.
Right now SVN is still the primary source tree, Oliver from E@H is keeping the git repo at http://boinc.berkeley.edu/git updated daily. Once the rest of the read-only infrastructure stuff has been updated, I'll get the wiki updated with info on how to checkout from the new location. When I know that the principal committers have git installed and can pull from the git repo I'll turn the SVN repo read-only and make the formal announcement about the conversion. Anybody who has commit access under SVN should be able to get push access to the git repo.
