If the LEDs are not blinking as expected, that does not sound good. If you have a FTDI cable, you could try to connect it to the PB as shown on the following page to see if you get any messages related to the issue: https://beagleboard.org/p/ken-shirriff/hands-on-with-the-pocketbeagle-a-25-linux-computer-606c66
I'm assuming you are not seeing a COM port active for the PB on your Windows PC, correct?
