"New Text Document" in the gear menu becomes active once you select
and/or open a file in the Project pane.  Not sure why a selection
should be required (may be to identify the context?), but it worked
the same way for me in v9.

Amen to that.  As you say, in v9 you could just hit Cmd-N and get a
new file started in the project window, which is a bit more convenient
than "New Text Document" in the gear menu.  If you're working in a
project window, it seems like that's where you would want a new
document to appear by default.
