I doubt that - as long as an HFS derivative is the default OS.
Plus I would dump the Mac if that day ever arrived. Filename
extensions are a convenience, not a technology. Type/creator is
vastly superior for UI purposes.
In any case, the current "OS hierarchy" is:
custom per file setting > creator > extension > type
so a solution based on extensions is going to be brittle.

For the OP: how about using automator to make a droplet ?

My personal preference is to operate on a selection and run a script
from the Script menu (I use FastScripts from red-sweater.com).
BTW, you don't need the SetFile developer tool -- you can just tell
the Finder to set the creator type... although sometimes Finder gets
lazy and requires a loop to kick it into responding. Ah, defensive
coding.
