that the longer name is better) or shall I rather contact the
maintainer with request for re-submitting under the long name?

Hello,
renaming is not possible, so you can try to convince the maintainer to upload
his package under the longer name. If he does so, he should also write to this
list so that we can delete the gcu package. The Disadvantage would be that he
will loose his votes.
