I have no idea. But other than the error you have given very little information to go on. Which card are you using, what type of ISDN line (PTP?), what's the DAHDI or Sangoma (or...) and Asterisk configuration, what do the log files say, etc? Have you tried calling the vendor of the ISDN card for support?
