For multi-line without power over ethernet the snom 190 probably fits the bill and price point. I really like the 360 too, but is probably just over your price point. We purchased 50 at $225 mark.
Many people are starting to mention the Grandstream 2000 as an option. For single line the uniden 200s have been good for us.
