Good day Thomas.
I am all good now. I got Strawberry Perl 64bit version 5.20.3 installed
and running without any issue.
Here's what I had to go through to get this working:
1. Install Strawberry Perl 64
2. Run the ASSP.mod install.cmd
3. Had to still install the following modules using CPAN through command
line: (These were reported in the moduleLoadErrors.txt file)
Sys::CpuAffinity, Thread::State, Sys::MemInfo, Win32::Unicode ( had
to use force install for this), Convert::TNEF, Mail::DKIM::Verifier,
Email::Send, Net::LDAP, Tie::RDBM, Schedule::Cron, File::Type (had to
use force install for this), File::ReadBackwards, Regexp::Optimizer,
Text::Unidecode, MIME::Words, Net::CIDR::Lite, and Net::IP.
After getting those installed ASSP fires up fine. So my apologies for
jumping the gun on Strawberry Perl in my previous post. I'll be the
first to admit when I am wrong. So thank you for the help and support. I
greatly appreciate it.

I realize both of those modules are needed. I will go through another
test today and let you know my results. What version of strawberry perl
are you using? and are you using 32 or 64 bit? I will try as you
suggested and I even launched CPAN through the command line to get these
modules installed previously. They failed from there as well.

The default makefile.pl prevents the installation on windows - but the
assp distributed ppd is OK.
Win32::Unicode
This module must be installed! I never had a problem with this.
If not sure why - download the tar from CPAN, extract it and install it
perl makefile.pl
dmake
dmake test
dmake install

Alright I found the issue. Apparently the assp.cfg file got altered when
I ran the assp.mod install.cmd file, mainly the MYUSER and MYPASSWORD
section under the database section. When I ran the debug like you
instructed I saw the entry fly past on screen about the user name being
passed over was not what MYSQL has for a allowed username. Once I
changed this in the config again to match what I have as a valid
username and password then all is well.
Another tidbit I just wanted to share, I tried several versions of
Strawberry Perl before I found the above issue and I kept running into
problems where Win32::Unicode and Schedule::Cron would not load. This
was with both 32 and 64bit 5.18, 5.20.3 ans 5.22. I know you have
nothing to do with Strawberry Perl, but I just wanted to put this out
there in case anyone else ran into this. I resolved that issue with
ActiveState Perl. So when I gave up on Strawberry Perl and installed
ActiveState Perl 5.20.3.2003 32bit w/64Int all the modules installed
just fine. I only had to install 2 modules through the cpan manager in
the command line.

So I am testing this on my secondary mail server. I uninstalled
ActiveState perl 5.16.3 32bit and installed Strawberry Perl 5.20.33
(32bit). This server is running ASSP 2.4.5(15272) and MySQL 5.5.48
(64bit).
When I start ASSP this is what I see in the log file:

I get this same scenario even on the 64bit version of Strawberry Perl.
Each instance, I uninstalled Perl totally, installed the other version
of Strawberry Perl, and then run the latest assp.mod batch file to
install all the necessary Perl modules. It seems there's a module
error,
but when I checked the moduleLoadErrors.txt it has "There were no
module
load errors detected." Anyone here running Strawberry Perl 5.20.33?

trying to compare that's all.
