A third way would be to submit/update any record belonging to a form that has
notification filters attached to it. But you need to know what triggers that
filter.

Generally speaking, I would say that the normal API-programs do not send
emails explicitly. Instead it updates records that will take care of email
notifications where it is appropriate.
