Kathy,
there is a bug in the workflow that sends them to BMC_Person, especially if you 
are creating them through an import process or and interface. The way I fix 
them is save the CTM:People record for the person in question with a status of 
Offline, save, then back to Enable, save. This causes the record to get sent to 
BMC_Person. If it does not work, check your Reconcilation job for BMC.Sandbox 
and see if that is running.  To do this in bulk, you would have to modify all 
in chunks or create an escalation to set them to Offline, then another to 
Enable. There are many ways to skin a cat. As far as the underlying bug is 
concerned, there's probably a hot fix somewhere for it.

How do I get users from CTM:People into the BMC_Person class?
We have over 40,000 users in CTM:People, however they are not in BMC_Person.
We need to have the 40,000 in BMC_Person.
