Are you installing againest existing Pre-Created Tablespace or are you
creating a new Tablespace with Install?

Based on the error, it appears that either the accout is locked or have bad
password.

You can start the installer in Debug mode and verify the same at the
Database Screen whether that steps is passed or failed.

To start the installer in Debug mode,

try running setup.bin and when the installer launches, try pressing Control
+ L key of your keyboard.
