We use the email engine extensively to create incidents (25% of total volume). I had to look up what you meant by RBE but if you mean the formatted field:value message to create incidents, we're on the same page. In any case, our implementation uses the HPD:IncidentInterface_Create form to create the incidents and we have the same issue. That form only has fields for a single attachment.
