There is a known issue with a running server, where the AR System service taking 5 minutes+ to start against a remote Oracle DB server, but that is, sort of, behaving as expected. This problem is different. The installation script is supposed to wait for the AR System to restart before continuing, but instead, it goes dormant. Doing a manual restart - or two - of the service often gets the script working again.
