This has been a problem with the installers for quite some time.  I will let
Engineering and QA decide where the problem is, but it is very probably NOT
a problem with you or your installation.  We have seen it multiple times on
multiple platforms.  It's like it is supposed to check to see if the service
is back up, but what the script does to the service doesn't seem to return a
value to the script that it can continue.  What we have learned to do is to
restart the service a time or two ourselves.  Usually that - eventually -
seems to wake it up and get it processing again.
