Check your phasing. You could be trying to do the push/create in Phase 2, yet you are trying to pull the incident # back in Phase 1. And the filter that is doing the set fields on the HPD:IncidentInterface could be defined that on Set Fields if No Requests Match: Display 'No Match' Error.
Run your logs and see what Phase order things are occurring in.
