I think it is Incident Config.  I have Incident Config & Incident Master
and can create the templates.

Shawn, have you taken a look at the ITSM permission Roles Tool ? this
may be the answer you're looking for.

 

(perhaps Foundation -> Support Group Admin?)

Good morning,

 

I was looking through the BMC documentation, and I can't find a
definitive answer for what should be a simple question.  What groups
have rights to create Incident Templates?  According to BMC
documentation, people with Administrator, Change Manager, and Change
Config rights can create Change Templates, but there is no comparable
documentation that I've found for creating Incident Templates.
