It's possible, although I've never used it for that purpose. The reason being that it's easy to set up a view form based on the SQL table outside of ARS that you want to pull data from, then use escalations and filters to pull that into the ARS tables you need.
However, if you're talking about hundreds of thousands of records or more, with lots of updates to lots of tables (such as updating ITSM configuration data) then you are better off using something threaded like ARSPerl. VB can be used for that too, but I don't think it will be able to beat the speed of ARSPerl.
