That should probably be a Change Template, Jase, since the process should at some point go through an approval process.
I was on a project that built something like that from scratch once, before ITSM 7, though. Think through all the ways you could use recurring changes, and then see what functionality already exists in that module (if you have it). If you just have Incident, you'll have to build it, but it can certainly be done.
